Store the reader's state in a vault, for the daily agent and other devices

Today the state is in the browser and moves by copy and paste. Next: an sgit vault the reader owns, written by the page through the bridge (sg.* API) when available, read by the daily run so the desks know what the reader has seen, and shared across devices.
