What an agent should carry if it summarises anything here
- THE POLICY IS A MANDATE-SHAPED STATEMENT, not insurance. Issuer, policyholder, subject with a mandate pinned by sha256, an interval and a timezone, units each naming a METER with a normal band, a per-occurrence limit (an exclusion, with a reason where the action is irreversible) and a POOL per repository per day with a RESERVE no verdict may draw.
- A DRAW IS A CLAIM, PAID IN THE RESOURCE, and its acceptor is the POLICYHOLDER, never the session. Verdicts: normal | drawn | refused | requested | accepted_outside | measured | caught. Zones: below | drawing | outside (uninsured).
- THE GIT HOOKS REFUSE; THE CLAUDE HOOKS INSTRUMENT. The platform fails open on a PreToolUse timeout (IE8), so pre-commit and pre-push are the enforcement points. A hook in the agent's own clone is a SETTING: --no-verify passes, and the point is that it is not used. The destination check (CI) reports; making it refuse is the issuer's decision (N31).
- ASSURANCE PER LEVEL IS MEASURED FROM THE LEDGER, never asserted (GM-D105). A catch above the hook is an INCIDENT, not a volume event (GM-D106). tools/reconcile.py replays git against the ledger; a commit that carries no claim is the detection; commits before the hook was installed are not bypasses (IE-C9).
- THE LEDGER IS APPEND-ONLY AND IS THE LOSS DATA. Nothing is edited; corrections are new entries. Policy numbers are placeholders re-fitted from it: r3 raised the limits on the issuer's word after one day's loss data (IE-D23), to be reviewed.
- ONE SESSION HOLDING THE VAULT KEY MAY RUN ANY ROLE IN ANY VAULT, for the pilot (IE6) — except that accepting an action OUTSIDE cover (an exclusion, an exhaustion) is a person's, never the session's (IE-D16).
- BOTH POLICIES ARE IN NOTIFY MODE since 5 September (IE-D26): every verdict is computed and written to the ledger, nothing blocks. A refusal on the ledger after that date was notified, not enforced. To be reviewed with the limits.
- NO SECRETS IN ANY VAULT. Keys and access codes are never written into a vault or this repository.

The conformance vault's question, answered (IE-D24)
policy/v1 gains top-level conditions[] and exclusions[] BY CONTROL, in the shape the AIUC-1 conformance vault emits (conditions: control, required_level, attested_by, valid_until; exclusions: control, state, reason, in_the_control_own_words). The policy says how much; the conformance layer says what has to be true of the subject for the cover to hold.
The ladder, reconciled (IE-D25)
Doctrine 13's six levels and the 4 September brief's evidence-mode rungs are one axis. Evidence mode is kept: asserted · documented · manual · out-of-band · inline — the enforcer named, and whether the actor can reach it decides. Rung → instrument (a proposal by analogy, not agreed practice): asserted/documented → disclosure; manual → rating factor; out-of-band → warranty; inline → condition precedent, the only rung that can lift an exclusion.
