Build the approved front-page layout

The layout pass on the canvas (approved 25 September): nameplate and dateline, section band, one line for the review state, a lead with its map and "also in this edition", the Historian beside it, signals as a compact list, the week in editions with change bars, sections as even card grids, a rail with the reading room, open counts and the desks. Phone: one column, chips for sections, the same order.
